Notice is hereby given that the Town of Capon Bridge Municipal Election will be held on June 13, 2023, at which time a Mayor and 3 council members will be elected to a term beginning July 1, 2023, to June 30, 2027. A Recorder will be elected to an unassigned term ending June 30, 2024, and one council member will be elected to an unassigned term ending June 30, 2024.
Election polls will be open from 6:30 a.m. to 7:30 p.m. on June 13, 2023, at the Capon Bridge Ruritan Community Center.
Early voting is available at the Capon Bridge Town Hall, 259 Whitacre Lane, Capon Bridge, WV beginning 9 a.m. to 5 p.m. beginning May 31, 2023, to June 10, 2023, including Saturday, June 3 and Saturday, June 10, 2023.

Petition for Waiver of Modification of Solar Siting
Certificate.
NOTICE OF FILING
On November 12, 2021, in Case No. 21-0566-E-SCS-PW, the Commission granted a Solar Siting Certificate to Capon Bridge Solar, LLC (Capon Bridge) to construct a 20MW solar electric generating facility (Project) in Hampshire County, West Virginia as an exempt wholesale generator, subject to certain conditions.
On April 25, 2023, Capon Bridge filed a Petition for Waiver of Modification of Solar Siting Certificate. Capon Bridge stated that minor modifications to the Project footprint result in a reduction of 13.71 acres. The modifications are (i) the addition of a 50-foot vegetated buffer around streams or other water in order to obtain the West Virginia Department of Environmental Protection (WVDEP) construction storm water permit, (ii) an increase to the wetlands boundaries, (iii) the addition of a laydown area to temporarily store construction equipment and Project materials, (iv) the addition of a construction access road, and (v) the addition of a stormwater retention pond to comply with West Virginia Department of Transportation (WVDOT) Stormwater Management requirements. Capon Bridge stated that the modifications will not have a material effect upon the cost of the Project and requested that the Commission waive the need for Capon Bridge to obtain Commission approval or provide notice of the modifications.
Anyone desiring to protest or intervene should file a written protest or notice of intervention within 30 days following the date of this publication unless a later date is authorized by Commission order. Failure to timely protest or intervene can affect your right to protest aspects of this Siting certificate case or to participate in future proceedings. All protests or requests to intervene should briefly state the reason for the protest or intervention. Requests to intervene must comply with the Commission’s rules on intervention set forth in the Commission’s Rules of Practice and Procedure. All protests and interventions should be addressed to Executive Secretary, P. O. Box 812, Charleston, West Virginia 25323.
In the absence of substantial protests within said thirty day period, the Commission may waive formal hearing and grant the application based on the evidence submitted with said petition and its review thereof.

NOTICE is hereby given that the Town of Romney, public utility, has adopted by ordinance on May 8, 2023, a two-step increase in rates, tolls and charges for furnishing sewer service to 983 customers at Romney in the County of Hampshire.
The Step 1 increased rates and charges, based upon Central Hampshire Public Service District’s resale rate being less than $13.10, will become effective upon adoption on May 8, 2023, unless otherwise ordered by the Public Service Commission and will produce approximately $291,232 annually in additional revenue, an increase of 30.08%. The average monthly bill for the various classes of customers will be changed as follows:

Central Hampshire Public Service District is the Town of Romney’s only sewer resale customer.
The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. The Commission shall review and approve or modify the increased rates only upon the filing of a petition within thirty (30) days of the adoption of the ordinance changing said rates or charges, by:
(1) Any customer aggrieved by the changed rates or charges who presents to the Commission a petition signed by not less than twenty-five percent of the customers served by such municipally operated public utility.

Mountaineer Community Health Center (Owner) is requesting Bids for the construction of the following Project:

Bids for the construction of the Project will be received at the Mountaineer Community Health Center located at 783 Winchester St., Paw Paw, WV 25434 until Thursday, June 15, 2023, at 3:00 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
This project is for the construction of a new one story, 600 sf concrete slab on grade, wood framed garage on the designated area of the existing MCHC site located in Paw Paw, WV. In general, the exterior finishes will be conventional shingle roofing, vinyl siding with aluminum soffits, trim, gutters and downspouts, painted hollow metal doors, and 8’x12’ garage door. The interior walls are stud walls with 1/2” OSB and sound batt insulation, painted hollow metal door frames, finished concrete floors, and gypsum wall board ceilings. Site work will consist of concrete entrance sidewalks and curbs from new asphalt driveway that expands off the existing drive. All site utility extensions to public utilities are also to be included in the contract.

The Work will be substantially completed within 120 calendar days after the date when the Contract Times commence to run and completed and ready for final payment within 150 days after the date when the Contract Times commence to run. Liquidated damages shall be $250 per day.

The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to lower income project area residents.
